PNG Transparency Cleaner

Clean up the semi-transparent fringing and noise that often surrounds exported PNG assets. The tool applies two thresholds to the alpha channel: any pixel below the low threshold becomes fully transparent, any pixel above the high threshold becomes fully opaque, and pixels in between keep their smooth alpha for clean anti-aliased edges.
